2nd Session—33rd Parliament

In Question Period, John C. Crosbie (Minister of Transport) faces questions from Brian Tobin about an ongoing dispute between Canada and France concerning fisheries off the coast of St-Pierre and Miquelon; Joe Clark (Secretary of State for External Affairs) responds to questions on Canadian export control policies with Iran; and Thomas Siddon (Minister of Fisheries and Oceans) is asked about a General Agreement on Tariffs and Trade ruling on Canadian fish exports.

Mr. Clark makes a statement on the first meeting of the Commonwealth Committee of Foreign Ministers on Southern Africa, calling for a peaceful end to apartheid in South Africa. Warren Allmand and Howard McCurdy respond.

The House resumes second reading debate on Bill C-77, the Emergencies Act. The bill, intended to replace the War Measures Act, contains security measures to be invoked during national emergencies. The bill passes second reading on a recorded vote following speeches by Les Benjamin, Marcel Prud’homme, and Simon de Jong.
