2nd Session—33rd Parliament

The House resumes its second reading of Bill C-54, a bill to amend the Criminal Code, with speeches by Svend J. Robinson, Jean-Robert Gauthier, Richard Grisé (Parliamentary Secretary to the President of the Privy Council), Lynn McDonald, Ross Belsher, Geoff Scott, Sheila Finestone, Mike Cassidy, Lise Bourgault (Parliamentary Secretary to the Minister of Consumer and Corporate Affairs), and Roland de Corneille.

Question Period leads off with Prime Minister Brian Mulroney answering questions from John Turner (Leader of the Opposition) on the secret recording of conversations involving Manitoba Premier Howard Pawley. Mr. Mulroney also faces calls for a general election to gauge Canadians’ support for the Canada–U.S. Free Trade Agreement.

Speaker John A. Fraser rules on an earlier question of privilege concerning the quality and speed of Parliament’s translation services.

Nelson A. Riis introduces the second reading of Bill C-268, a private member’s bill to amend provisions in the Canada Elections Act concerning non-listed electors; participating in the debate are Don Blenkarn, Marcel Prud’homme, Guy Ricard, Audrey McLaughlin, Reginald Stackhouse, and Morrissey Johnson.
