Martin Rudner (Carleton University) continues to testify under direct examination by Commission Counsel Mark J. Freiman and Roger Bilodeau about intelligence, international terrorism, the concept of the “terrorist cycle,” and the most effective intelligence and law-enforcement responses at different stages of the terrorist cycle.
