Witness: Ralph Steinberg
Ralph Steinberg (Chief Justice’s Advisory Committee on Criminal Trials in the Ontario Superior Court of Justice) testifies. Under direct examination by Commission Counsel Michael Dorval, Mr. Steinberg speaks about the phenomenon of increasingly long and complex criminal trials. Discussion focuses on the causes of the phenomenon and on strategies and policy recommendations in response to it. John C. Major asks the witness several questions, notably about the complicity of judges in the lengthening of criminal trials. Norman Boxall (Counsel for the Air India Victims’ Families Association) cross-examines Mr. Steinberg, with questions focusing on the relationship between length and fairness in criminal trials and on the decreasing number of wrongful convictions. Mr. Boxall asks Mr. Steinberg for recommendations on improving trial efficiency without compromising fairness. Matthew Sullivan (Counsel for the Attorney General of Canada) briefly cross-examines the witness.
