Witnesses: Kent Roach, Bruce MacFarlane

Kent Roach (University of Toronto Faculty of Law) and Bruce MacFarlane (University of Manitoba) testify as a panel under direct examination by Commission Counsel Michel Dorval. The witnesses offer expert testimony on the merits of a proposal to allow, under certain circumstances, panels of three judges to replace juries in lengthy, complex criminal trials.
