Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witnesses: Kent Roach, Bruce MacFarlane

Kent Roach (University of Toronto Faculty of Law) and Bruce MacFarlane (University of Manitoba) testify as a panel under direct examination by Commission Counsel Michel Dorval. The witnesses offer expert testimony on the merits of a proposal to allow, under certain circumstances, panels of three judges to replace juries in lengthy, complex criminal trials. They elaborate on various policy and legal implications of the proposal. Jacques Shore (Counsel for the Air India Victims’ Families Association) and Matthew Sullivan (Counsel for the Attorney General of Canada) cross-examine the witnesses.
