Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witnesses: Michael Code, Geoffrey Gaul

Michael Code (University of Toronto Faculty of Law) and Geoffrey Gaul (the director of the criminal justice branch of the British Columbia Ministry of the Attorney General) testify as a panel under direct examination by Commission Counsel Anil Kapoor. The witnesses describe the role of the Crown in approving charges against Ajaib Singh Bagri and Ripudaman Singh Malik, the British Columbia process known as pre-charge screening, and other issues related to the prosecution of Mr. Malik and Mr. Bagri for the bombing of Air India flight 182 and the defendants’ eventual acquittal. Mr. Kapoor asks the witnesses about various policy recommendations related to the effective prosecution of complex criminal cases. Commissioner John C. Major also asks the witnesses several questions.
