Witness: William Leiss

William Leiss (University of Ottawa) testifies under direct examination by Commission Counsel Brian Gover about risk management theory and its relevance for civil aviation security. Raj Anand (Counsel for Lata Pada and other victims’ relatives) cross-examines Mr. Leiss, asking about the Canadian government’s response to Air India’s requests for enhanced security prior to the bombing of Air India flight 182 and about Mr. Leiss’s own policy recommendations. Sandy Graham (Counsel for the Attorney General of Canada) cross-examines Mr. Leiss, raising concerns about his testimony. Mr. Gover addresses several procedural matters.
