The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Rick Flewelling

Commission Counsel Paul J. J. Cavalluzzo continues direct examination of Rick Flewelling (Criminal Intelligence Branch, National Security Offences Section, Royal Canadian Mounted Police (RCMP)). Testimony focuses on RCMP negotiations with the United States during Mr. Arar’s detention in New York in October 2002 and the mistaken belief that the United States would deport Mr. Arar to Canada rather than Syria. There are also questions about ongoing communications problems between the RCMP Criminal Intelligence Directorate (CID) and Project A-OCANADA, an Ottawa-based joint-force investigative team.
