The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Jim Gould

The day’s testimony focuses on a June 2002 memorandum to Minister of Foreign Affairs Bill Graham and a related telephone conversation between Kathryn McCallion (Assistant Deputy Minister, Corporate Services, Department of Foreign Affairs and International Trade (DFAIT)) and Jack Hooper (Assistant Deputy Director of Operations for the Canadian Security Intelligence Service (CSIS)). Jim Gould (former Deputy Director, DFAIT Foreign Intelligence Division) testifies. Under direct examination by Commission Counsel Marc David, Mr. Gould speaks about the telephone conversation and the drafting of the memorandum, which attempted to establish consensus between DFAIT, CSIS, and the Royal Canadian Mounted Police (RCMP) in dealings with the Syrians.
