Witness: Larry Dickenson
Commission Counsel Marc David conducts direct examination of Larry Dickenson (former Assistant Secretary to the Cabinet, Privy Council Office (PCO)). Mr. Dickenson describes the organization of the PCO and the nature and extent of communication between the Privy Council Office and the Department of Foreign Affairs (DFAIT), the Royal Canadian Mounted Police (RCMP), and the Canadian Security Intelligence Service (CSIS) on Mr. Arar’s case. He is questioned about the role of the PCO in obtaining consensus among those agencies on Mr. Arar’s return to Canada from Syria.
