The Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar

Witness: Larry Dickenson

Commission Counsel Marc David concludes direct examination of Larry Dickenson (former Assistant Secretary to the Cabinet, Privy Council Office (PCO)). Mr. Dickenson describes the role of the PCO in obtaining consensus among the Department of Foreign Affairs (DFAIT), the Royal Canadian Mounted Police (RCMP), and the Canadian Security Intelligence Service (CSIS) on Mr. Arar’s return to Canada from Syria. Under cross-examination by Lorne Waldman (Counsel for Mr. Arar), Mr. Dickerson describes the formation of a Public Security and Anti-terrorism cabinet committee and the sharing of information with foreign agencies.
