Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney

The Commission hears from a panel of experts on ethics rules for holders of public office and on the handling of the prime minister’s correspondence. Participants include Gregory Levine (barrister and solicitor), Paul Thomas (St. John’s College, University of Manitoba), and Lori Turnbull (Department of Political Science, Dalhousie University). Commission Counsel Evan Roitenberg moderates the discussion, which focuses on the goals of ethics rules, adverse consequences of the regulation of ethics, the definition of “conflicts of interest,” the adequacy of existing rules governing the conduct of politicians both during and after their time in office, useful models for ethics rules in other jurisdictions, and recommended procedures for handling the prime minister’s correspondence. There are questions for the panellists from Paul Vickery (on behalf of the Attorney General of Canada), Duff Conacher (Counsel for Democracy Watch), and Richard Auger (Counsel for Mr. Schreiber). Joe Wild (Executive Director of Strategic Policy, Treasury Board Secretariat) also makes comments.
