The CRTC is seeking to impose a “value for signal” regime. This regime would allow private local TV stations to negotiate with cable TV service providers for the right to retransmit their signals. The CRTC argued the existing model doesn’t reflect recent changes to the broadcasting business environment. The CRTC brought an application for a reference to the Federal Court of Appeal to determine its jurisdiction to implement the proposed regime.
