Bill C-428 returns for report-stage debate.

The private member's legislation from Conservative MP Rob Clarke would require First Nations band councils to publish their by-laws. Bill C-428 would also require the aboriginal affairs minister to report annually to Parliament on efforts to replace the Indian Act.
