In the House - Thursday

Thu Nov 29 2012

The second budget implementation bill is expected to return to the House of Commons today for report stage debate. Government House Leader Peter Van Loan said last week that his side hoped to include Bill C-45 on today's agenda.

There were 1,667 amendments listed on the Notice Paper as of Thursday morning.

Private members' business focuses on a New Democrat MP's motion on asbestos tabled earlier this year, before the government agreed in September to support its listing in an international agreement in dangerous substances.

Here is the motion:

That, in the opinion of the House, the government should:

(a) implement, in the year following the adoption of this motion, an industrial restructuring plan towards sustainable economic sectors for all communities in which a portion of the economy still depends on asbestos mining;

(b) hold, in the six months following the adoption of this motion, a public consultation that shall (i) establish measures to be included in the industrial restructuring plan to ensure the creation of alternative employment for workers presently employed in the asbestos sector, (ii) include all organizations concerned and groups of regions still mining asbestos and who ask to participate;

(c) publish, in the year following the adoption of this motion, a comprehensive list of public and quasi-public buildings under federal jurisdiction that contain asbestos and take the appropriate measures to ensure the health and integrity of the people working in these buildings;

(d) support the inclusion of chrysotile on the Rotterdam Convention list of dangerous substances;

and (e) stop financially supporting the asbestos industry within six months following the adoption of this motion.

The motion was tabled in May by NDP MP François Lapointe.

The Parti Québécois provincial government pledged to end chrysotile mining by cancelling a $58-million loan to the Jeffrey Mine in Asbestos and redirecting the money to economic development.

The federal government, which did not support the closure, followed up on Sept. 14 with a promise of $50 million in further economic aid for the community. Ottawa also removed its opposition to listing chrysotile in annex III of the Rotterdam Convention -- a list of 43 pesticides and industrial chemicals that must follow prior informed consent between importing and exporting countries.

Also: NDP deputy leader Libby Davies will ask the Commons to concur in a May report from the health committee on aging, health promotion, and disease prevention.
