- Debate gets underway on the government's planned measures for 1) dental care and rental housing and 2) GST/HST tax credit.
- MPs consider a motion from Liberal MP Chandra Arya to recognize November as Hindu Heritage Month.

Ministers discuss federal cannabis review
Health Minister Jean-Yves Duclos and associate minister Carolyn Bennett, responsible for mental health and addictions, speak to reporters in Ottawa.
The 2018 act to legalize cannabis (Bill C-45) included a mandatory federal review after three years, meaning it was supposed to have begun in 2021.
The panel will consider the impact of legalization and regulation on:
- young persons
- Indigenous peoples and communities
- the establishment of a strictly regulated cannabis supply chain
- deterring criminal activity and displacing the illicit market access to cannabis for medical purposes
- home cultivation
The government has 18 months to table the report in Parliament once the review begins.
Former senior civil servant Morris Rosenberg will chair the review panel.

In the Senate
Debate is expected to continue on the government's online streaming bill (C-11) that would place streaming services and social media platforms under the federal Broadcasting Act, subjecting them to the same rules and regulations as traditional Canadian broadcasters and giving new regulatory powers to the CRTC.
