Speaker's Ruling: Jane Philpott's Question of Privilege on Caucus Expulsions
House of Commons Speaker Geoff Regan issues his ruling on a question of privilege raised on April 9 by Jane Philpott about the rules that govern party caucuses with respect to the expulsion and potential readmission of MPs. The Speaker rejects Philpott's request to consider her removal from the Liberal caucus as a breach of parliamentary privilege. He also says he has no mandate to oversee internal caucus operations.
