Energy, the Environment and Natural Resources - June 18, 2019: Crown-Indigenous Relations Minister Carolyn Bennett outlines Bill C-88, legislation to amend the Mackenzie Valley Resource Management Act and the Canada Petroleum Resources Act. The bill would repeal clauses in the Northwest Territories Devolution Act that would have restructured the four land and water boards in the Mackenzie Valley into one "superboard". George Mackenzie, Grand Chief of the Tlicho Government, urges the committee to move swiftly on the bill, explaining its significance within the Tlicho Agreement, a resource co-management treaty signed in 2003. Also speaking at the committee are Diane Lafleur and Michel Chénier (Crown-Indigenous Relations and Northern Affairs Canada), Bertha Rabesca Zoe (Tlicho Government), James Fulford (Government of Northwest Territories), and David MacMartin (Gwich’in Tribal Council).
