Charbonneau Commission Justice France Charbonneau presides over the commission established by Quebec Premier Jean Charest to examine the awarding and management of public contracts in Quebec's construction industry. Charest announced the inquiry's creation in November 2011 to address allegations of corruption and collusion in the Quebec construction industry and political party financing. The witness on June 14, 2012 was Jacques Duchesneau, former head of Quebec's anti-collusion unit.
