Charbonneau Commission Justice France Charbonneau presides over the commission established by Quebec Premier Jean Charest to examine the awarding and management of public contracts in Quebec's construction industry. Charest announced the inquiry in November 2011 to address allegations of corruption and collusion in the Quebec construction industry and political party financing. The witnesses for the morning session on June 18, 2012 were Jacques Duchesneau, former head of Quebec's anti-collusion unit, Annie Trudel, information officer for Quebec's permanent anti-corruption unit (UPAC) and Martin Morin, investigator for Quebec's permanent anti-corruption unit (UPAC).
