The committee continues its study on Bill C-483 that seeks to limit the powers of wardens to grant convicted murderers escorted temporary absences (ETAs). Kim Hancox, the widow of a murdered police officer, and Krista Gray-Donald, director of advocacy and awareness of the Canadian Resource Centre for Victims of Crime, offer up their support for the bill arguing that there is little accountability to victims when wardens grant ETAs. Also appearing at the committee is Don Head, commissioner of Correctional Services Canada, who describes the process of approving ETAs. Forming the second panel are Mike McCormack, president of the Toronto Police Association, and Kevin Grabowsky, president of the Union of Canadian Correctional Officers. Both witnesses offer their reasons for supporting the bill. (March 27, 2014)
