In the first panel, Carolann Barr (Raising the Roof) and Leslie Remund (RainCity Housing and Support Services) testify on the challenges facing the homeless and poor in getting proper identification, while Wosen Yitna Beyene (Ethiopian Association in GTA and Surrounding Areas) testifies on the need for custom civic education programs for new immigrants and certain ethnic communities. The second panel consists of Wanda Mulholland (Burnaby Task Force on Homelessness), Nathan Allen (Portland Hotel Society), and Abram Oudshoorn (London Homeless Coalition) who argue that vouching is necessary since it is sometimes the only option available for the homeless to participate in voting.
