The private member's bill aims to end the captivity of all cetaceans (whales, dolphins, and porpoises) in Canada, with an exception for rescues and rehabilitation. Executive director Susan Shafer and Board member Bernard Gallant outline CAZA's concerns with the bill, as they argue it would criminalize important educational and scientific undertakings in Canadian zoological facilities.
