Three panel of witnesses testify as the committee resumes its pre-study of Bill S-3, which amends the Indian Act to eliminate sex-based inequities in registration. The first panel is made up of Ghislain Picard (chief of the Assembly of the First Nations of Quebec and Labrador, via teleconference); Joseph Tokwiro Norton (Grand Chief of the Mohawk Council of Kahnawake); Lynn Gehl (who won an Ontario court challenge to gain Indian status); and Quebec Native Women Inc. representatives Viviane Michel (president) and Cynthia Smith (legal and policy analyst). MPS then hear from Sharon McIvor (who launched a constitutional challenge in 1994 about sex discrimination in the status registration provisions of the Indian Act); Pamela Palmater (chair in Indigenous Governance, Ryerson University) and Catherine Twinn (lawyer).
