Alberta Premier Rachel Notley speaks with reporters following her speech at the Canadian Club of Ottawa about her government's decision to purchase rail cars to help transport the province’s oil to market. The new cars will increase Alberta’s oil output by 120,000 barrels a day and help ease the oil glut in the province due to insufficient pipeline capacity.
