2012 Ottawa Conference on Defence and Security On February 23 & 24, 2012 The Conference of Defence Associations (CDA) and the CDA Institute held the 2012 Ottawa Conference on Defence and Security. In the first panel discussion, Dr. Ann Fitz-Gerald (Cranfield University), Reuel Marc Gerecht (Foundation for Defense of Democracies), and Roland Paris (University of Ottawa), discussed fragile, failing and failed states in the Arc of Instability.
